Ukraine reports that Russian troops have assembled in southwestern Russia

The main intelligence agency in Ukraine reported that Russian troops have amassed in the Rostov region of western Russia.

Tension has been mounting between Ukraine and Russia over the past several months, and there have been reports in recent days that Russian military equipment had crossed into Ukraine. On Monday, Ukraine said that a cargo plane was downed in its southern territory, and was searching for the wreckage.

The Ukrainian intelligence agency, the National Security and Defense Council, said that Russian troops have erected or are in the process of erecting military posts in the Rostov region and are building up a fixed position on the outskirts of the strategic port city of Novorossiysk. The Russian military spokesman, Major General Igor Konashenkov, dismissed the report as an attempt by Ukraine to justify its recent military moves.
